A year-long OPP investigation into a chain of unlicensed group homes in the city's east end found shocking conditions for the disabled and or elderly residents living there, many referred to by Scarborough hospitals, the Star has learned. The OPP took its concerns to the province and discussed the "ramifications" of laying charges. "A consensus was reached" that enforcing the Long Term Care Act would put disadvantaged people on the street, so nothing was done and the homes continue to operate, according to documents obtained by the Star. The city is preparing to take action since the province refuses to licence and regulate such homes. The focus of the investigation was Comfort Residential Group Homes run by Winston Manning. 多倫多士嘉堡一棟住有老人及精神病患者的兩層高無牌團體家屋（group home）前日發生火警，6名住客及時逃離火場，沒有人受傷。在多倫多消防局（Toronto Fire Service）要求下，安省省府通過查封涉事團體家屋。

涉事團體家屋位於Fawcett Trail 108號，據報由曼寧（Winston Manning）和積遜（Phyllis Jackson）合作經營。消防局在前日早上接報涉事團體家屋火警，趕抵火場後把火勢撲滅。

多倫多消防局表示，現已通常查封涉事團體家屋，直至房屋回復為單家庭住屋間隔，或業主同意遵守安省消防法例為止。違反消防法例的最高刑罰是罰款10萬元或入獄1年。

多倫多消防副總長傑索普（Jim Jessop）表示，以往在檢查後曾經指令業主和團體家屋經營者提高安全措施，但他們一直沒有依照規定改善，消防當局將會提出更多檢控。傑索普直指業主及經營者故意忽視當局要求，無意遵守消防規例。

安省警方曾調查多倫多市的無牌團體家屋，包括今次起火的團體家屋。當時為期7個月的調查發現，市內有一批無牌團體家屋太過擠迫、衛生設施差劣，而且未達安全標準，但安省衛生官員曾擔心即時下令停辦，會導致居住在此的弱勢社群無處棲身，因此未有採取執法行動。經營者曼寧接受《星報》訪問時表示，Fawcett Trail租客已經被遷至其他位於士嘉堡的住宅，並且指出火警與違反消防規例無關，起因是一名租客把報紙塞進暖氣系統通風口，他聲言過往曾多次要求警方安排該名住客遷離，或送往醫院接受病情評估。
